According to Football.London, Premier League are expected to receive huge pressure to make the five substitute rule permanent, which would, in theory, benefit big 6 clubs like Chelsea. The rule was first introduced as a measure to compensate for fixture congestion due to Covid-19.

The rule was a part of the PL’s project Restart Campaign and was eventually discarded in the summer of 2020. However, several managers voiced their disagreements on that decision but failed to make a difference.

According to The Times (h/t Football.London), a proposal was introduced to The International FA Board’s technical and football panels on Wednesday on the matter. It stated that the change from three to five substitutes needed to be made permanent.

The Blues have a substantial squad depth and should the rule be made permanent, it would help them in increasing their title chances. Their current injury situation in the forward line is an example of how big the squad depth is.

One of the sources at the aforementioned meeting said that the idea was widely accepted among them. However, several PL clubs did vote against the five sub-rule being continued back in 2020 and a similar reaction may arise.

“There is a lot of support about bringing five substitutes in as a permanent option. The meeting agreed generally that this would be good for the game.”
